What changed
RBI revised Proformae I and II for quarterly branch banking statistics to capture details of Not Administratively Independent Offices (NAIOs) such as extension counters, satellite offices, and ATMs. A one-time consolidated list of NAIOs as on March 31, 2007, must be submitted in Annex B format. From the quarter ending June 30, 2007, NAIO data will be part of the regular proformae, and a 9-digit Part I code will be assigned to each NAIO.
What it means for you
Urban Co-operative Banks must now report all non-independent offices systematically, improving RBI's database for branch network monitoring. Banks need to ensure accurate coding of NAIOs linked to base branches and submit revised proformae strictly within timelines. This enhances regulatory oversight and data consistency for branch expansion and closure decisions.
What you must do
- Submit consolidated list of all NAIOs as on March 31, 2007, in Annex B format (preferably MS Excel) to DESACS and UBD Regional Offices (no specific deadline given).
- Use revised Proformae I and II for the quarter ending June 30, 2007, and submit by July 31, 2007.
- Ensure all mandatory items in proformae are filled correctly and submit from a single office (head office/central office).
- Quote previous quarter's reference in forwarding letter and submit subsequent returns within 14 days of the month succeeding the quarter to which they relate.
- Submit NIL returns if no changes in offices/branches/NAIOs during a quarter.
Who it affects
All Primary (Urban) Co-operative Banks, Head offices/central offices of UCBs, Regional Offices of Urban Banks Department, Department of Statistical Analysis and Computer Services (DESACS)
What are NAIOs and why are they being included now?
NAIOs are Not Administratively Independent Offices like extension counters, satellite offices, and ATMs. RBI is including them to consolidate branch banking data and improve monitoring of all banking outlets.
What is the deadline for submitting the one-time NAIO list?
The consolidated list of NAIOs as on March 31, 2007, must be submitted in Annex B format, preferably in MS Excel, to DESACS and UBD Regional Offices. The circular does not specify a separate deadline but implies it should be done before the revised proformae are used from June 2007 quarter.
How will NAIOs be coded in the new system?
Each NAIO will get a 9-digit Part I code: first 7 digits from its base branch's Part I code, and last two digits based on date of opening. Banks must include the base branch's Part I code in licence/permission applications for NAIOs.
