What changed
RBI reiterated NCDRC's final order on cheque collection timelines for RRBs, following a consumer case (No. 82/2006). Local cheques must be credited/debited same or next day; outstation cheques have outer limits of 7/10/14 days for state capitals/major cities/other locations. Delays beyond these periods attract interest at the bank's FD rate for the corresponding maturity.
What it means for you
RRBs must update their Cheque Collection Policies to align with these strict timelines, ensuring faster credit to customers and penal interest for delays. This reduces float income for banks but improves customer trust and compliance with consumer protection norms. Banks need to operationalise shadow credit and streamline clearing processes.
What you must do
- Review and reframe your Cheque Collection Policy to match NCDRC timelines for local and outstation cheques.
- Ensure local cheque credit/debit is completed same day or next day, with withdrawal allowed within an hour of next business day.
- Set outstation collection outer limits at 7/10/14 days and pay interest at FD rate for any delay beyond these.
- Display salient CCP features prominently on branch notice boards and provide full policy copy on customer request.
- Train branch staff on the new timelines and interest liability to ensure consistent implementation.
Who it affects
All Regional Rural Banks, RRB customers (depositors and cheque users), Branch managers and operations teams at RRBs, Compliance and legal departments of RRBs
What is the timeline for local cheque clearing under this order?
Local cheques must be credited and debited on the same day or at most the next day of presentation. Withdrawal should be allowed same day or within one hour of business start on the next working day.
What happens if an outstation cheque collection is delayed beyond the prescribed period?
If collection exceeds 7 days for state capitals, 10 days for major cities, or 14 days for other locations, the bank must pay interest at the rate applicable to fixed deposits of the corresponding maturity, as per the bank's Cheque Collection Policy.
Do RRBs need to publicise their Cheque Collection Policy?
Yes, RRBs must display salient features of the CCP in bold and visible letters on branch notice boards and provide a full copy to customers upon request.
