What changed
This Master Circular consolidates all previous RBI instructions on priority sector credit to minority communities into one document, replacing earlier circulars listed in Annexure IV. It references an updated list of minority concentration districts from 103 to 121, based on Government of India's notification of districts with at least 25% minority population, excluding states where minorities are in majority (J&K, Punjab, Meghalaya, Mizoram, Nagaland, and Lakshadweep).
What it means for you
Banks must now refer to this single circular for all guidelines on credit to minority communities, ensuring consistency. The expanded list of 121 districts requires banks to intensify monitoring and reporting of credit flow to minorities in these areas. Lenders need to set up special cells and designate nodal officers to drive outreach and scheme formulation for minority communities.
What you must do
- Set up a Special Cell headed by a Deputy General Manager/Assistant General Manager or equivalent as Nodal Officer to oversee credit flow to minority communities.
- Designate an exclusive officer in each of the 121 minority concentration districts to monitor credit, publicize schemes, and collaborate with branch managers.
- Submit half-yearly and quarterly statements on priority sector advances to minority communities in the prescribed formats (Annexures I and III).
- Ensure that minority communities receive a fair and equitable share of priority sector credit, aligning with Government-sponsored special programmes.
