What changed
RBI superseded its November 2005 circular on 'no-frills' accounts for Urban Co-operative Banks (UCBs). The new 'Basic Savings Bank Deposit Account' (BSBDA) replaces the earlier nomenclature, with uniform minimum facilities: no minimum balance, free deposits and withdrawals (including ATM), and a maximum of four withdrawals per month. Existing 'no-frills' accounts must be converted to BSBDA.
What it means for you
UCBs must now offer a standardized, stigma-free basic account with zero minimum balance and free core services, aligning with the broader banking system. This increases operational costs for UCBs due to waived charges, but promotes financial inclusion. Banks can charge for additional value-added services on a transparent basis. Customers cannot hold another savings account in the same bank if they have a BSBDA.
What you must do
- Convert all existing 'no-frills' accounts to Basic Savings Bank Deposit Account (BSBDA) immediately.
- Update account opening forms, system parameters, and staff training to reflect BSBDA features: zero minimum balance, free basic services, and four withdrawals/month limit.
- Ensure no charges are levied for BSBDA operations, including non-operation or activation of in-operative accounts.
- Inform existing 'no-frills' account holders about the conversion and the rule that they cannot hold another savings account in the same bank.
- Review and publish transparent pricing for any value-added services beyond the basic minimum facilities.

What is the key difference between the old 'no-frills' account and the new Basic Savings Bank Deposit Account?
The new BSBDA removes the 'no-frills' label to avoid stigma and mandates uniform features: zero minimum balance, free deposits/withdrawals (including ATM), and a maximum of four withdrawals per month. The old guidelines allowed banks more flexibility on minimum balance and charges.
Can a customer have both a Basic Savings Bank Deposit Account and a regular savings account in the same UCB?
No. If a customer opens a BSBDA, they must close any other existing savings account in that bank within 30 days. They are not eligible to open any other savings account in the same bank while holding a BSBDA.
Are UCBs allowed to charge for any services related to the Basic Savings Bank Deposit Account?
No charges can be levied for the basic minimum services listed in the circular (deposits, withdrawals, ATM card, etc.) or for non-operation/activation of in-operative accounts. However, UCBs may charge for additional value-added services beyond these basics, on a reasonable and transparent basis.
