What changed
Previously, banks needed prior RBI approval for any office in Tier 1 centres. Now, purely administrative/controlling offices (Regional/Zonal) can be opened under general permission, subject to reporting. However, branches and CPCs/Service Branches in Tier 1 still require prior approval.
What it means for you
Banks can now set up regional or zonal offices in major cities without waiting for RBI clearance, speeding up expansion. This reduces administrative burden and allows faster decision-making for controlling operations. However, RBI retains the right to withdraw this permission on a case-by-case basis based on supervisory comfort.
What you must do
- Ensure administrative offices opened under this permission are purely for controlling functions, not customer-facing branches.
- Report all new administrative offices to RBI as per existing reporting system in Master Circular on Branch Authorisation.
- Continue to seek prior RBI approval for opening branches or CPCs/Service Branches in Tier 1 centres.
Who it affects
