RBI moves to freeze mule accounts fast

60-second morning update

Change: The Supreme Court ordered RBI to write clear rules for freezing accounts linked to money-mule and cyber fraud. On Friday 11 September, RBI issued a draft rule setting out when a bank may place a temporary hold on such an account. Comments are open until 2 October.

Impact: Once final, staff will have a written rule for freezing a suspect account fast, instead of waiting for a police complaint. This should also mean fewer honest customers get frozen by mistake.

Action: Read the draft below. If your branch has handled real mule-account cases, send RBI feedback before 2 October.

Change: The first of three planned bank strikes went ahead on Friday 11 September. Cash deposits, cheque work, locker access and KYC and pension paperwork were hit at many public sector branches. UPI, mobile and net banking kept working.

Impact: Round two is a three-day strike, 28-30 September. Round three starts 26 October with no end date fixed.

Action: Warn customers now about 28-30 September, and point them to UPI, mobile or net banking on strike days.

Change: RBI fined Asset Care & Reconstruction Enterprise Limited Rs 27.30 lakh on 8 September for overcharging management fees, breaking RBI's income-recognition rules. The company buys and recovers bad loans from banks.

Impact: If your bank sells stressed loans to any asset reconstruction company, RBI has just shown it checks their fees closely too.

Action: Credit and recovery teams: check your ARC partner's fee agreement against RBI's income-recognition rules before your next loan sale.

Change: RBI extended restrictions on two co-operative banks: Gujarat Rajya Karmachari Co-op Bank, Ahmedabad, to 11 December, and Loknete Kshirsagar Sahakari Bank, Nashik, to 16 December.

Impact: RBI says an extension does not mean it is satisfied with either bank's finances. Depositors and staff stay under the same limits.

Action: NBFC and co-operative desks: note both new dates. Nothing changes for customers before then.

Change: Manish Kothari, Group President and Head of Commercial Banking at Kotak Mahindra Bank, resigned after 31 years with the group. His last day is 30 September. He plans to explore work outside Kotak, possibly a venture of his own.

Impact: His work covered agriculture and rural finance, logistics and infrastructure finance, microcredit and gold loans, now folded into the bank's retail and institutional teams; no single successor was named.

What changed: RBI issued draft KYC Amendment Directions, 2026, after the Supreme Court ordered it to write a standard procedure for banks placing temporary debit holds on accounts linked to money-mule activity and cyber fraud.

Who is affected: Branch, fraud, compliance and payments teams at every bank and payments company.

What changed: The merchant re-KYC deadline is three days away. Payment aggregators asked RBI to extend it, citing a backlog of small QR-code and soundbox merchants. As of today, RBI has not granted any extension.

Who is affected: Compliance and merchant-acquiring teams at banks and payment companies; small shopkeepers using QR codes or soundbox devices.

What to do: Keep working to the printed date. Industry estimates say 30-35 per cent of small offline merchants may not finish verification in time.

  1. Check whether this is a fraud hold, not a technical error. Do not guess.
  2. Explain it plainly: the bank paused the account for a short check on activity that looked linked to fraud, not because the customer did wrong.
  3. Send it to your fraud desk at once so it is checked and lifted fast if the customer is clear.
