RBI's new fraud rule can freeze your account for 60 days

Change: RBI has drafted a rule letting banks hold transactions of Rs 1,000 or more, for up to 60 days, in accounts suspected of money-mule or cyber-fraud activity, reports Business Standard.

Impact: A money mule is someone whose bank account is used, often without full knowledge, to move stolen or fraud money. This rule is meant to stop that money from being withdrawn before a fraud check is done.

Action: Compliance and fraud teams: read the draft and send RBI your comments before 2 October.

Change: Reports name HDFC Bank's Deputy MD Kaizad Bharucha, 60, as the likely internal candidate for the next MD and CEO. The outside candidate's name is not public.

Impact: HDFC Bank is India's largest private bank. Whoever RBI approves will run it for the next 3 years.

Action: Watch for RBI's decision. Both names are already with RBI, ranked in order.

Change: Banks are shut today in 7 states (Andhra Pradesh, Goa, Karnataka, Maharashtra, Odisha, Tamil Nadu, Telangana) for Ganesh Chaturthi, and in 3 more states tomorrow, per RBI's own holiday list.

Impact: Branch banking will not work in these states today and tomorrow. Digital banking, ATMs and cards keep working.

Action: Branch and customer service teams: tell customers now, before they arrive at a shut branch.

Change: A survey of 40 executives across 18 Indian banks and NBFCs found 7 in 10 now use AI somewhere, but only 3 in 10 have moved it past small tests, reports Business Standard, citing Zeta's 2026 survey.

Impact: AI today mostly handles lower-risk jobs: customer support, fraud checks, paperwork. It is rarely used yet for loan decisions.

Action: Ask where your own bank stands. Most banks still sit in the gap between using AI and using it at scale.

Change: RBI has rejected Tata Sons' request to give up its NBFC licence, several reports say, citing a letter to the company, not a public RBI statement. Tata Sons' board takes up the listing question on 17 September.

Impact: This keeps in force RBI's rule that large NBFCs, called Upper Layer NBFCs, must list on the stock market.

Action: NBFC compliance teams: check your own listing deadline if your company is a large NBFC.

What changed: RBI has drafted a rule letting banks place a temporary debit hold, up to 60 days, on accounts suspected of money-mule or cyber-fraud activity, reports Business Standard. This is a draft, not yet final law.

Who is affected: Compliance and fraud teams at every bank. Any customer whose account or transaction gets flagged.

What to do: A flagged customer gets 20 days to explain the transaction. The bank must then decide within 10 days, or 30 days if there is no reply.

Last date: Comments close 2 October 2026. RBI proposes the rule take effect 1 April 2027.
