What changed
Following a National Consumer Disputes Redressal Commission order in Case No. 82/2006, RBI has reiterated binding timelines for cheque clearing. Local cheques must be credited/debited same or next day; outstation cheques must clear within 7 days for state capitals, 10 for major cities, 14 for other locations. Delays beyond these periods require banks to pay interest at the rate specified in their Cheque Collection Policy, or at the applicable fixed deposit rate if not specified.
What it means for you
Banks must now strictly enforce these outer limits for cheque collection, or face interest payouts. This increases operational pressure to streamline clearing processes, especially for outstation cheques. Non-compliance could lead to regulatory monitoring and potential penalties. Banks also need to ensure their CCPs are publicly accessible and updated on RBI's website.
What you must do
- Review and reframe your Cheque Collection Policy to align with the prescribed 7/10/14 day timelines for outstation cheques and same/next day for local cheques.
- Ensure interest payment mechanism for delayed collections is clearly defined in your CCP, defaulting to FD rates if unspecified.
- Display salient features of your CCP prominently on branch notice boards and provide full copies on customer request.
- Notify the DPSS department before any change in the location of your CCP on your website to enable RBI to update its links.
- Submit action taken report to RBI within one month from the circular date.

What happens if my bank delays clearing an outstation cheque beyond 14 days?
You must pay interest to the customer at the rate specified in your Cheque Collection Policy. If no rate is specified, use the applicable fixed deposit interest rate for the corresponding maturity period.
Can we refuse to accept outstation cheques from customers?
No. RBI has directed that banks shall not decline to accept outstation cheques deposited by customers for collection, as per the October 8, 2008 direction.
How should we publicize our Cheque Collection Policy?
Display the salient features in bold and visible letters on branch notice boards. Also, make the full policy available to any customer who requests it from the branch manager.
