All 9,445 circulars listed in the Annex to this notice are withdrawn by RBI with immediate effect.

The Annex to this notice is RBI's own list of exactly which 9,445 circulars are withdrawn.

11. Why circulars were withdrawn

A circular is withdrawn either because its rules are now folded into a Master Direction, or because it is obsolete or redundant.

12. Repealed, not paused

The notice says withdrawn circulars are hereby repealed, not merely paused or under review.

13. Stale policy references

Any internal policy that cites one of the 9,445 withdrawn circular numbers by number is now referencing a repealed document.

14. Old actions preserved

Anything already done under a withdrawn circular continues to be governed by that circular's old provisions.
