What BankPulse actually covers

Every count printed anywhere on this site is read from the single ledger below. Each figure says what it counts and what it does not.

Tracked is not published. BankPulse watches 2022 RBI documents. It has written a plain-English rule page for 401 of them. Those 401 are what the library lists and what you can open and read. The rest are watched for change, and their official RBI link is on the regulations page, but BankPulse has not summarised them yet.
CountWhat it isWhat it meansDerived from
2,022RBI documents trackedRBI notifications, circulars and Master Directions in BankPulse's feed since the 28 November 2025 consolidation. Tracked means we hold the record and watch it for change. It does not mean a reader can open a BankPulse page for each one.data/items.jsonl
2,022with RBI's full text storedTracked documents whose full RBI text is stored and hashed, so a quote can be checked against the words RBI published.data/circular_source_text.jsonl
2,022with their RBI text held and hashedTracked documents whose full RBI text BankPulse holds, with its SHA-256, so any claim drawn from it can be checked against the words RBI published. 2022 of 2022, 100.00 per cent. Tracking a document is not the same as having its full text, and this figure is what separates the two.data/circular_source_text.jsonl against data/items.jsonl
401with a BankPulse rule pageDocuments with a BankPulse rule page a reader can open. This is the largest set anyone can browse on this site.data/regulation_pages_manifest.json
401explained in plain EnglishRule pages whose points are written in BankPulse's own plain English, each naming the RBI paragraph it was read from. No page prints RBI's own words.data/regulation_pages_manifest.json
18,631short points publishedShort plain-English points published across every live rule page. One point is one rule-bearing sentence, read from one RBI sentence. We hold that RBI sentence and check it letter by letter, but we do not print RBI's words: the page names the RBI paragraph and links to it.data/highlights/*.json, live rule pages only
18,504points naming their RBI paragraphPoints that name the numbered RBI paragraph they come from. A banker can take that number to an auditor; it is the one thing a chatbot cannot hand back.data/highlights/*.json, live rule pages only
321amendments matched to their ruleAmendment directions matched to the rule they change, so a reader sees the change beside the rule. Spread across 137 rules.data/amendment_index.json
60amendment pairs shown on What ChangedMaster Direction and amending notification shown together as a pair on the What Changed page. A different scope from the corpus counts above: one rule may be amended more than once, and an amendment we have not yet paired is not shown.data/whatchanged_pilot.json
9,397old circular numbers you can look upPre-consolidation circular numbers a reader can type in to find where that circular went. The lookup file holds 9399 rows; the two below carry no number at all and cannot be typed, so they are not counted here. RBI's own circular states 9,445 were withdrawn: the rest are annex rows that repeat an earlier row, carry no standard number, or could not be read into the index.data/circular_lookup.jsonl, rows whose number contains a digit

Dates, and what each one means

11 September 2026Newest RBI documentDate of the newest RBI document in the feed.
5:31 am ISTLast source scanWhen BankPulse last polled its sources. A scan that finds nothing new is still a scan: this says when we last looked, not when something last changed.
5:58 am ISTLast reconciliation with RBIWhen BankPulse last verified its records against RBI's own live Master Directions index. This is the freshness claim the site makes on its front page.
6:08 am ISTLedger generatedWhen this page was last rebuilt. A rebuild is not a reconciliation: the site rebuilds many times a day, and the reconciliation above is a separate check against RBI's own pages.

What the 2,022 tracked documents are

Every tracked document falls into exactly one of these seven. If the seven do not add up to the total, nothing is published. 401 of the 414 rulebooks in force are explained, 96.9 per cent. Against all 2,022 tracked documents the figure is 19.8 per cent. Both are true; the first is the one a banker is asking about.

CountSegmentWhat it means
401explained in plain EnglishIt has a BankPulse rule page, built from RBI's own words.
13rulebooks waitingIn force, no plain-English page yet. These are the ones we write next, and the list is published below.
793press releasesAuctions, monthly data series, penalties. RBI writes no rulebook here, so neither do we; these reach a reader through the daily brief.
64same document under two RBI numbersRBI lists some rulebooks in both its notification index and its master direction index, with the same number and the same title. BankPulse tracks both records and keeps the document once, under the master direction copy, so one rulebook is never counted as two pieces of waiting work.
65amendments shown on the rulebook they amendAn amendment in force whose change is already carried on the page of the rulebook it amends, as dated history. It gets no page of its own, because an amendment is not a rulebook; the amended rulebook is.
94repealed or supersededRBI has withdrawn them. Kept visible rather than deleted, so a reader who follows an old link is told what happened.
592withdrawn into the consolidationCirculars taken into the 28 November 2025 consolidation. The circular lookup takes a reader from one of these to the rule that now holds it.

Which RBI sources we read, and when

RBI publishes in several places. This table lists the ones BankPulse reads. It shows how often we read each one, when we last read it, and the newest document it gave us. A source not in this table is not read. The same facts are in a file a machine can test: coverage.json.

Not read by BankPulse

"Last read" is when our code last opened that RBI page. "Added" is when the document first entered our records. The "RBI checked up to" time on the home page is the Master Directions check in this table.

Every tracked document, one line each

The table above gives the counts. The file documents.json gives the list. It has one line for each of the 2,022 tracked documents. Each line gives the official RBI link and the label our published title rules give it. It says whether BankPulse has a plain-English page for it. If not, it says why not. It is free to use and needs no sign-in. It is rebuilt with the site. No RBI text is in it. Anyone can use it to check us.

What we are working on next

This list is ordered by three things RBI itself put on the page, and nothing else.

This is a working order, not a judgement of importance. The recipe is here so you can disagree with it.

Owner and blocker, for every one of these. No rulebook here has its own human owner. One automated editorial pipeline writes every BankPulse rule page. It works down this list in order. So the owner is always the same. The blocker is always the same too: the page has not been written yet. Neither is invented for each item, because neither differs by item.

Expected date. No calendar date is printed next to a rulebook here. None has been promised. Inventing one would be exactly the kind of generated label this ledger exists to avoid. The founder has been asked whether to set a target date for clearing this list. Until then, position in the table below is the only honest answer to “when”.

1 further rulebook in force is counted in the 13 above, but it is not offered in this table. BankPulse is under a standing founder order never to touch one of them. That rulebook is Small Finance Banks – Responsible Business Conduct Directions. The reason is that an existing BankPulse page already carries this subject. That page is being deepened instead.

How long we take

TypicalStageWhat it means
19.7 hRBI date to full text heldMedian over 228 document(s) in the last 30 days. Nineteen in twenty are held within 21.8 hours.
165.8 hFull text held to rule page liveMedian over 5 page(s). Nineteen in twenty are live within 177.1 hours.

How long BankPulse takes, measured from its own records rather than claimed.

Detection is the gap between two moments, over the last 30 days. The first is the date RBI puts on a document. The second is the moment BankPulse first holds its full text.

The clock starts at midnight IST on RBI's own date. The document shows a date, not a time. So the gap we print can only be longer than the true gap, never shorter.

Older documents were loaded in one batch when this site began, and are left out. The day we first read a five-month-old circular says when we started. It does not say how fast we work.

Publication is the gap between the day we have a document and the day its rule page is live.

Publication timing has been recorded only since 26 Aug 2026. Pages already live on that date carry it as their first-seen date. Their true publication gap is not known, so we do not claim one.
