1. BLBC meeting deadline
BLBC meetings must take place within sixty days after every quarter end.
2. BLBC minutes timeline
Minutes of BLBC meetings must be shared within ten days of the meeting.
3. Hold DCC within 60 days
District Consultative Committee meetings must be held within sixty days of each quarter end.
4. Reminder before quarter end
SLBC convenor must remind banks about meeting date and data submission 15 days before quarter end.
5. Data submission deadline
Banks must send information to the SLBC convenor within 15 days after quarter end.
6. CD ratio target
Banks must reach 60 percent credit deposit ratio across all rural and semi urban branches together.
7. Monitor 40 60 districts
Districts with CD ratio from 40 to 60 percent must be watched by the DCC.
8. Special category below 20
Districts with CD ratio under 20 percent will be treated as a special group.

1. Revised guidelines issued
Banks must now follow the new Lead Bank Scheme rules in this circular, not any older instructions.
2. Lead bank must appoint LDM
Each lead bank must post a Lead District Manager for every district where it is lead bank.
3. RBI must post LDO
Reserve Bank of India must name one officer as Lead District Officer for each district.
4. SLBC convenor officer
The SLBC convenor bank must name a General Manager as the State Level Bankers' Committee convenor.
5. BLBC in each block
There must be a Block Level Bankers' Committee in every block for coordination at that level.
6. LDM chairs BLBC
The Lead District Manager must call and chair the Block Level Bankers' Committee.
7. BLBC meeting frequency
Block Level Bankers' Committee meetings must be held every quarter where possible.
8. Each bank must name DCO
Every bank in the district must appoint a senior District Co-ordinator for District Consultative Committee work.
9. DCC meeting frequency
Lead District Manager must hold District Consultative Committee meetings every quarter.
10. Reply to queries
Banks must give quick, top priority replies to queries from public leaders.
11. DLRC follow up
Decisions of the district level committee must be followed up in district consultative committee meetings.
12. LDM credit plan
Lead district managers must track how the district credit plan is carried out.
13. Resolve issues locally
Lead district managers must fix pending issues through meetings with key officials when needed.
14. Support FLC and RSETI
Lead district managers must help banks set up financial literacy centres and training institutes.
15. Support literacy camps
Lead district managers must help plan financial literacy camps run by centres and rural branches.
16. Annual LBS workshop
Lead district managers must hold a yearly workshop for banks and government officers on lead bank scheme issues.
17. Quarterly public meetings
Lead district managers must hold one public meeting each quarter in different places, mainly rural.
18. One district per LDM
Lead banks should normally give one district to each lead district manager.
19. Quarterly SLBC meets
The convenor must hold state level bankers committee meetings every quarter.
