1. One combined rulebook
This book holds RBI's mixed rules for the All India Financial Institutions in one place.
Chapter I. Preliminary
1. Start date
These rules took effect at once.
2. Five institutions covered
These rules bind EXIM Bank, NABARD, SIDBI, NHB and NaBFID, and nobody else.
3. What a director means
A director here means one named to the board of such a body.
Chapter II. Role of the Board
1. Board policy on certificates
The board must approve a policy on the courses needed for key work areas.
2. Due diligence before deferment
Let a user pay later only after a check under the board's own policy.
Chapter III. Audit Committee of the Board
1. About five directors
An audit panel of the board may be set up with about five directors.
2. Six meetings a year
The panel may meet once a quarter, and at least six times a year.
3. What the committee does
It steers and watches over the whole of the body's audit work.
Chapter IV. Services and Market Operations
1. Deferring option premium
The body may let a user pay the option premium later, on set terms.
2. Report corporate bond trades
Report over the counter trades in corporate bonds on FIMMDA's platform.
Chapter V. Regulatory Compliance
1. Register under FATCA
A body not yet listed with US authorities must sign up and get a GIIN.
2. Overseas branches too
A body with branches abroad must sign up as each FATCA rule there asks.
Chapter VI. Human Resource and Capacity Building
1. Certify the key desks
Name the key desks. Make a course a must before staff join them.
2. Staff rotation policy
A staff rotation policy must be put in place.
Chapter VII. Repeal and Other Provisions
1. Old instructions repealed
The old rules on these matters were repealed by the circular of 28 November 2025.
BankPulse example. A compliance officer keeps an old circular on the same subject in the manual. It no longer applies. The existing directions, instructions and guidelines on these areas stand repealed. Only this rulebook governs them now.
2. Earlier action stands
What was done or begun under the old rules is still ruled by them.
BankPulse example. A show cause notice was issued under the old rules last year. The repeal does not move it. Any action taken or initiated under the repealed directions is still governed by them. The new rulebook applies to what comes after.
3. Adds to other law
These rules add to other laws in force. They take nothing away.
BankPulse example. A bank follows these Directions and thinks the matter is closed. It is not. Any other laws, rules, regulations or directions in force still apply on top. Where another one asks for more, the bank does the more.
